Normal way of doing this is, if you are connecting the VCR to PC to capture video you need a bridging device, either a camera or a box that has analogue in/out (not digital in/out, as a VCR is an analogue device) and can then output to the PC or Capture card.
Camera to PC is easy using a firewire cable and card in the PC.
