mate does the usual after receiving speedong fine through post and writes off asking for photo evidence

They write back and ask for pictures of his car!

WTF?

Change plates of a different car to the one he currently has (so he has an obviously different car to the one they're likely to have a picture of but with the same plates on it as the picture will show), take pics, send back, job done

I'd send them some artistic interior shots and maybe a couple of the alloys and engine bay. Perhaps a couple with some of those pigugly slappers who drape themselves all over the cars at crappy motor shows. Just make sure they obscure the plate and any unique features with their tits.
