Street racing in Birmingham - could it happen again?

F3 possibly with FF1600's plus either BTCC or GT's, would be like the Macau or Korean superprix's.
F3000 is too boring these days to be watchable anf the F1 teams would sniff and look down their noses at the prospect of racing in Birmingham.
Anyone remember the ambitious plans once put forward to holding a GP in London around Park Lane and the Hyde Park area? Never got beyond the plan stage (1992-4 I think)

This was an April Fool story in Autosport if I remember correctly.
That said, I've often thought that London could host a GP. Start line on the Mall, first turn into Horseguards.....could be pretty stunning.
(Would the congestion charge still apply though?)

Street racing in the UK is illeagl so a special Parlimenatry Bill will first have to be passed (Birmingham was sponsored by Halfords - guess who was on the board of directors of Halfords at the time - Dennis Thatcher - handy that don't you think?)
No council will want to foot the bill (although they will want to take the glory!) so money will need to be found.
From an engineering perspective, manhole covers need bolting in place, armcos need installing most road surfaces are nowhere near up to spec and routes have to be considered for emergancy vehicles on calls not related to the event.
Where to put the pits/paddock/hospitality.
Where to park for spectators
Free tickets to residents
