MOT Emissions Mini Spi Help

Hi I am new to Minis I have a 1995 Mini Sprit Spi, failed on emissions. First test way out HC over 400 (should be 200 I think) Lambda less than 0.75 (should be 1 I think) and CO all failed CO over 8% (should be 0.3%). Checked car went on tinternet, checked all capillery lines to ecu and warm air inlet unit. Both were split, repaired these fitted new air filter/plugs. On retest massive improvement HC in spec around 150 I think, Lambda in spec at around 1 but CO despite massive improvement at 0.8% needs to be 0.3%. All intake on car is standard spi has a LCB exhaust and has had some work to head and cam but I don't have exact spec, mixture looks fine at spark plug nice chocolate brown colour when taken out after thrash and motor pulls and runs sweet. Im from Blackburn Lancs any advice who to take it too or tips to bring CO down? Any help appreciated. Dave
Car passed MOT new air filter plugs borrowed CAT slightly bigger tappet clearances and scraped in under 0.3 CO, but considering how much effort it took to get emissions down, there must be a few Mini friendly MOT stations around. I can't believe that all Minis are not running v close or just over 'legal' emmission standards. Thanks for advice - car now has de-cat clearances set back to standard and is running well.
