notice of intended prosecution: but who was the driver

As Company Secretary I have received a nip letter for one of our company cars.
the crime 37mph in a 30 committed late October just received the notice?? however, they might have contacted the previous owner who's name was still on the v5 hence the delay??
spoke to some jobs worth who has looked at the picture ,and yes, its our car but its impossible to see who is driving (sending a copy in the post)
the car is insured for any employee to drive and we do not keep exact records as to who drives what, when or where!!!!
dilemma is if I cant identify the villain of the piece we/may be prosecuted for failing to keep adequate records of who's
driving what and when etc. I believe the fine could be quite hefty but no points!! certainly more than the likely 60 quid and 3 points for a fixed penalty if someone owns up to the deed. If it was the guy I think it might be I cant afford him to cop for another 3 points!!!
some of you guys just might have some experience in this field?
what are my best options??

Personally I've had 2 "similar" thrown out by the court, and counting..... The law is very clear on this particular issue.

Just looked at those for interest and if you put in 70mph speed limit, doing 90 mph. If you do that on a motorway the maximum fine is £2500 but on an 'other' road eg dual carriageway its only £1000 http://forums.pepipoo.com/

I think the last poster on that thread makes a very good point - be careful not to make it sound like you've created a system that makes it difficult to identify the driver.
