Re registration after rebuild
Discussion
Hi all,
Am in process of systematically fully rebuilding and upgrading my 99 cerbera 4.5.
Is it possible to re register as a new vehicle and hence own the only 08 plated cerbera if a certain % of major components are new?
Tried DVLA site but am unclear from their responses, there are no dnor parts being used only new or refurbished to new?
Views appreciated

If you can demonstrate use of sufficient new parts
which would have to include both engine and chassis as both are vin numbered IIRC therefore I guess unlikely.Edited by Daftlad on Friday 9th November 20:42

Any item of VIN numbered hardware (chassis/engine and gearbox ?) will lead them back to the original, and they will know that the car cannot have been manufactured in 08 as the factory has gone to the wall.
Making it an 08 car will be seen as "passing off" if not full fraud - its not an 08 unless all the major parts are un-used and un-registered until 08. Now if its been at a dealers and un-registered then you may have a chance.............
We would know that it cannot be a 08 as enthusiasts but the DVLA will not allow it as joe public will always think it is an 08 vehicle. It has re-sale value, emissions, tax and any other compliance issues amongst others that concern the DVLA. Same reason you cannot buy a natty private 07 plate and stick on your earlier vehicle.
I am doing the same thing at the moment, having bought 3/4 of a cerbera chassis and body. I have gone through the registration system a couple of times before with different kit cars. The rules can be intepreted in different ways. The build is put into 6 different major areas which are:
1. Chassis/Body/Subframe
2. Engine
3. Transmission
4. Brakes
5. Suspension
6. Steering
To register the vehicle as new only one major componenet can be reconditioned to as new condition. Receipts are required for everything basically to show this. Rebuild without would mean an sva test and Q reg. This may be incorrect so don't quote me.
If you do find out exactly what the rules are then please let me know as I am in exactly the same situation.
Good Luck

This evening I have spoken to a mate of mine who is a Met Plod copper specialist to do with car ringing etc.
The chassis number is king. Any piece of the chassis that can be traced to a production year relates to the registration year. No identifiable chassis parts (and this can mean date of production of other major parts) means a Q plate from the period that the vehicle was in production. Q plate issue is now fairly rare.
Therefore an 08 plate Cerb is not possible.

Just to clarify, I'm think of having a completely brand new chasis made from scratch with new tougher and lightened materials, stiffening chasis to elimenate much of the roll.
As for the engine, have a couple of choices here can use my original stripped to block rebored and rebuilt up with completely new parts
A brand new engine from a previously unregistered vehicle
or a completely bespoke engine from a different manufacturer
As far as VAT is concernedm if I'm paying VAT on all parts that go into vehicle, surely I don't have to pay VAT on completed vehicle, or that would be double tax
Not interested in a Q plate defeats object.
Is it worth it to have the only 08 registered cerbera in the world fully upgraded to latest specs and technology....thats open to opinion, mine would be yes

as the chassis wont be manufactured by TVR...won't the final car 'in theory' be classed as a new kit car i.e. just a new 'replica' with the bodywork and engine from a TVR ? You COULD get an 08 plate but they shouldn't let you put "TVR" or "Cerbera" on the registration document. I think that would probably defeat the object. As others have said, to get a new plate you need to use all-new components (although they do allow ONE major component to be reconditioned to an "as-new" standard).
If you have a new chassis (and a receipt from someone to prove it) AND a new body (with appropriate receipt), new "suspension (both ends) new "transmission", new "axles" (whatever DVLA likes to think they are) and new "steering" (the "major components" on the DVLA's list), all receipted, they'll let you have the engine re-built and still register the car as "new" but they shouldn't let you call it a TVR. The only good news will be that you'll have to go through the SVA test, so you won't get a CO2 emissions figure - you'll just pay road tax on engine size like older cars.
There's some stuff on the "totalkitcar" website in the UK section on Registration and SVA that might help. The key document from DVLA is their "INF26 document".
All that said, the DVLA's Local Offices are a law unto themselves so you MIGHT get lucky!

We bought a '96 build Grinnall Scorpion in 2004, that had never been registered, but run since new on trade plates.
It had to go back to Grinnall for re-build to pass the 2000 SVA, as it was built originally to the earlier SVA rules.
Therefore it was treated as a new vehicle and registered as a "55" plate, and had to pass post 2000 emission regs for exhaust and noise, etc. This would be a fairly rare occurence, though, I would think.
