How would you build this Ultima?

I thought this would be an interesting approach to the question... lets see how the recommendations compare and differ amongst us.
If you were to start with a blank slate, a stock chassis, how would you go about building an Ultima (Can-Am or GTR) with the following specs:

- roadable, reliable vehicle (drivable to venue, 1000+ miles without worry)
- 1/4 mile time in the 10s (lower the better)
- 22+ mpg on the highway
- reasonable cost (as to a typical build, maybe 50-80k US?)
- 200+ mph top speed capable

Not possible. Not unless you want to cut a lot of corners. For a nice car in the US, start at about $85K as a minimum and go up from there.
For that kind of driveablity and speed:
LS7 with GT2 gearbox, with maybe a cam.
The rest is pretty standard stuff.
