hi im interested in racing my mini what could i race it in. its a 1480 race spec engine with split twin webbers, omega race piston, 249 cam, 1.5 roller rockers, steel crack 9000rpm, eletronic ignition, paddle clucth, ultralight flywheel, straight cut gears, lsd diff etc
and were can i get regs from.

I don't wish to cast aspersions on your post, but not much of it makes sense to me. A 1480cc A-series isn't one of the standard oversizes, unless you've got a stroked crank. A "249 cam" doesn't make much sense either, sounds decidedly standard and not able to produce power at upto 9000rpm. Did you mean 286 or 296 cam timing ??
If you have got a 1480 with a 286 cam and all the goodies listed then about the only circuit racing series you could enter would be Extream Mighty Minis. Try googling mighty minis or rodger tello, you should be able to find the regs from there.

I guess I'm the 'rallyman' on here, not to be confused with my 'roundy-round' racing friends (only joking chaps).
The problem with a Mini on rallies is that it's very hard work to be anything like competitive against modern cars. I built a 1330 cc Mini-Cooper 1991 for the relatively new 'Endurance' specification and found it really tough trying to get 'on-the-pace'. That formula requires a standard engine with no more than 0.060" overbore and standard gearbox. I 'blueprinted' the engine and got c.84 bhp at the flywheel, but up against cars like the Rover 214Si 16v twin-cam, Corsa 1.4SRi, Peugeot 106 Rally, etc I did struggle to do any good, so I sold it and got a well prepared 214Si which is much more competitive and I can usually get a top 5 result in Endurance rallies.
Anything with gravel or rough is not going to suit a Mini due to its short suspension travel, even with the suspension raised up a bit higher. Every time the sump guard hits the ground it slows the car by 5 to 10 mph and it's just so uncomfortable as well. If your car is pre-1974 it's elegible for historic rallies and the Mini is much mopre competitive there against Lotus Cortinas & Cortina GT's, Escort Mexicos, Volvo 122's, etc, and my 1964 Cooper 'S' has won 5 events outright in the past few years and usually finishes near the top, except when I've broken the transmission (not unusual with c.117 bhp) or gone off (I've only rolled it the once). This is what you'd expect given the age of Mini technology and the capability of modern suspension systems.
I've never done any, but I understand that hill-climbing is still great fun and the specifications for the cars are more liberal than in racing or rallying.
