...'using correct paint' - you're going to have to expand on exactly what you mean by that - if you require the exact same formulation of paint, RTM is your only option, and that's assuming Fuch (a) do refurbs, and (b) have the same batch of paint still in stock.
As for 'back to original condition', sorry, but as a simple matter of science, that's simply not possible. If you must have 'as new' then the only way to achieve that is to buy new. ANY repair, no matter how carried out, will be different to the as new condition. Any pro refurber worth their salt will be in with a chance of being able to spot that a refurb has been carried out on the wheel, as will a really particular lay customer.
A refurb that is back to a condition that is acceptable to a reasonably-sane enthusiast customer is certainly achievable, but this is not strictly the same as 'original'.
You may have promises of 'perfection', 'back to new;, etc etc offered by refinishers, but they are either ignorant of the science behind their trade, or being slightly misleading in the hope of getting your business.
