I was excited to see a Noble for the first time. They're quite rare in California.

I have a 2004 Mini Cooper S. They're an extremely popular car in San Francisco. I had to wait 10 months for delivery!
I now have 40,000 miles on it without a bit of trouble. Credit must go to the workers at the Oxford assembly plant.

I had a quick look around the engine bay, and I could see,what looked to me, like frame rails.
You may be correct that it is not strictly a "tubular" steel chassis like the Caterham.
Yes, it's a tubular space frame chassis.

Noble's are technically are a "box section space frame" AFAIK.
Box section is easier and cheaper to weld, but comes with some weight penalty.
e.g. BS1387 tube at 48mm OD x 3mm is just over 3.5 kg/m with a strength of 350N/mm2.
50x50x3 SHS (box section) is 4.39kg/m with a strength of about 235N/mm2.
Remember that tube will have its prime strength at any angle, however box section will be stronger across its diagonals than it is across its flat sides, and hence with careful design you can utilise the smaller box section for the same weight to give the same torsional stiffness but with simple welds (if you follow that!)
