I've recorded a news item from TV onto my PC. It's just over 2 mins long.

I've saved it as an mpeg1 file and it's 84.3Mb yikes

I've imported it into windows movie maker and saved it as a wmv file and it's now only 34 Mb

How can I compress it further, for either e-mailing or uploading to a website.

If you download Windows Media Encoder from Microsofts site you can save it with different resolutions and bit rates.

Which version do I need to download?

I've downloaded this
but I can't find any quality options on it. It just seems to convert what you input into wmv files, which is where I'm starting from.

It does create wmv files, however you can resize them and reduce the bitrate, which will decrease the file size.

When you open it, click on Custom Session in the wizards box. Then, under properties click on the compression and video size tabs to make the changes that you need. You also need to set the source to the file you are compressing, and the output to a suitable file name.

It is a little clunky but does seem to work OK. Others may be able to suggest a better tool, but i've only used this one so far.
