For chrome finishes you could try using normal vinegar and fine wire wool followed by either autoglm metal polish or autosol, still with fine wire wool. Finally cloth polish. If all the suggestions fail, and the tailpipes are just easily changed pipe extensions, try some new ones and regularly polish them with autosol/autoglym to keep them pritine. The issue I believe is a mix of combustion by-products mixing with the condensation formed in the exhaust after start-up. This is a corrosive substance that will over time permanently damage the chrome or alloy. Mine are nice and shiny and I just hate dirty tailpipes!
