Is it the same ? or is it just for buffing not polishing?
I've got loads of swirl marks I want to remove on my rear clam.. but don't really want to bother importing a PC
cheers

It won't do the job of a PC Si, you really are better off importing one, you'll only end up buying both in the end!
If you haven't already seen this link, it is of great help (and gives you a 15% discount code):

To be honest it is very simple, and will be with you faster than the Meguiars one (Autopia are very fast). The transformer will take longer to come!
If you do decide to import make sure you buy all the pads and any polishs, cloths you need and take advantage of the shipping you've already paid for. Stuff from the states is significantly cheaper. I'd recommend getting plenty of 4" spot pads as well.
Also this link gives you an idea of the results you can get when you get good (not the same car but similar):
