Is it the same ? or is it just for buffing not polishing?

I've got loads of swirl marks I want to remove on my rear clam.. but don't really want to bother importing a PC

It won't do the job of a PC Si, you really are better off importing one, you'll only end up buying both in the end!

To be honest it is very simple, and will be with you faster than the Meguiars one (Autopia are very fast). The transformer will take longer to come!

If you do decide to import make sure you buy all the pads and any polishs, cloths you need and take advantage of the shipping you've already paid for. Stuff from the states is significantly cheaper. I'd recommend getting plenty of 4" spot pads as well.
