They probably started developing it as soon as San Andreas was done, we're not talking a few months to build a game anymore, it takes years.

There's no trailer yet for GTA4 and I wouldn't expect one for a while, Rockstar tend to put out their trailers about 6-9 months before the game arrives, so i'd expect one early next year, or possibly very late this year.

PS3 release date is said to be November 18th 2006 for Europe...so we can expect it in January 2007 then with the set backs etc
