Hmmmm! Would it have to be road legal for me to use it in the U.S if I am not a U.S passport holder?

What sort of price would one expect to pay for this? Also what would need to be done to make it road legal? I'm guessing it is too low for practicality etc (Is there a legal minimum height??) and obviously tyres etc....
