it means it's started to delaminate - water getting into the plastic sheet between the two glass layers. You can try to seal the edge with nail varnish or something, but it's difficult to stop once it's started.
I taped over mine. If I should inadvertently have an accident with a large stone, I'll replace it then.

Mine doesnt, but only because the nugget who had the S before me glued the rear view mirror on with super glue, the subsequent vibration from the mirror cracked the glass right down the centre.
Maybe you could try shooting the windscreen with a tungsten air pellet and claim of your windscreen cover.
N.B. Naturaly im kidding here, no one would seriously be able to shoot their pride and joy, never mind it beeing fraudulent!
