I thought this was taken at Spa, but now I'm not sure anymore.

Is anyone certain where this was taken?

Yes, Spa. Might be Siffert/Redman at the 1970 1000km, when Siffert and Rodriguez (also in a 917K) went through Eau Rouge side by side
