old kids program what was it called?

my wife and i are trying to recall a kids program my children use to watch about 8 years ago

it was on BBC and involved 2 puppet type characters (gnomes or similar) that lived down a well and they had magic powers

any ideas it's driving me nuts

Think that was called Newsnight and the Characters were Tony and Gordon back in 1997
