Does any body know where I can input rotor specs and find out which bike runs that disc.
Rotor dia,
Bolt PCD and number (4 or 5 bolts)
Bore
Flat or offset.

I’d be surprised if there was a dedicated central resource for that.

It would probably be easier going from the calliper spec and finding a disc that works with it.

The aftermarket manufacturer would know that , just search on the part number and the options would come up? The same way brake pads list the different cars that they fit .

Have you asked ai? I find it's pretty good at tracking down obscure data.
