Maybe it's self governing? If you're intelligent / aware enough to take an interest in this kind of thing, then you're likely to understand the need to use the correct precautions?
And if you're too stupid to understand or just don't care, then you'll be in the pub anyway and not staring at the sun?
Although my local facebook group of councilistas are clambering over each other for the last pair of 'eclipse glasses' that Dodgy Dave is flogging out of his bedroom, so there could well possibly be a queue at the opticians tomorrow, who knows.

I shall sit out tonight and enjoy the experience, then check out all the cool pictures from the news sites.
I'm an Optometrist and do Community Urgent Eye appointments for the Local Health Board so people presenting at GPs/pharmacists etc with eye problems get signposted to Opticians for a free to patient examination. Not had any people worried about eclipse eye damage yet, but then generally there are fewer emergencies when the weather is nice or it's a weekend. People are likely to use Dr Google over the weekend and then phone in a panic on Monday morning. In 1999 I was working a less than affluent coastal town, certainly had a few people turn up (generally straight off the beach) worried that they were going blind but only saw one person who had actually got damage.
