From the inside out with hot water. A proper chemical will get it cleaner though. And make sure it's bone dry before installing.

I'd start with an airline, or at least a vacuum cleaner?

To not clean it chemically (I would think) is to not clean it properly, not sure why you wouldn't want to do it properly.

What does the manufacturer recommend?

Is it a "paper" element just disguised as a "K & N" type filter or a proper copy type (if you see what I mean) as that will make a difference to what you can do with it.

I’ll have to have a close looo. I don’t think it’s paper I think it’s semi-decent

Any kind of degreaser but bilt hamber surfex hd will be excellent to clean.

Get it really dry and then re oil with atf. The k&n oil is basically that at multiples of the price.

You don t want much oil on it, just enough that it s not dry.

That being said the filter in the pic doesn’t look that dirty. A slightly dirty filter will filter better than a clean one.
