Netflix and Amazon Prime To Require TV Licence

This really is taking the pish. THe BBC is outdated and unpopular enough that many people are choosing not to watch it and pay to watch a streaming service instead. Now they there is a proposal that you need a licence fee to watch Netflix.
Apart from the fact it is totally unjustifiable how is it enforced? VPNs etc. If they want every single household to pay a fee every year to watch any media it would be a lot simpler to abolish the licence fee and pay the BBC from general taxation.

Classic example of government seeing a "problem" and musing the most stupid solution it can...replace an out of date payment and apply it to the modern world.

I have no issue with the license fee and don't understand the outrage in general, or the anti-BBC rhetoric. But I do think this is a stupid idea.
I also think it's never going to happen. It's probably just something a random "think tank" or civil servant suggested, and when they say "considered", it's the same as when it's said the "police are investigating a facebook post" - it just means they've noted it
