Not limiting, find a power bank with jump starter. Loads about.This does it through usb c, there are probably others on the market too

Look for power banks with >= 22.5W outputs to get 12v as part of the USB spec. E.g. a 65w powerbank will have 12v. (It will also have 19v which powers most laptops). These will often be 20,000mAh devices, it's less common in 10,000mAh devices.
3 ports isn't hard e.g. my Anker 65w power-bank has 3 including the usb-c cable attached. Look for power banks with usb-c cables attached, to get a "free" port.
If you're trying to run e.g. a router from this, you'll need the USB-C to 12v adapter(s). There are other (better) solutions if this is for 24/7 battery backup of a router.

What about a power tool battery inverter thing, they make this for many power tool battery options, also with the option to feed it with more batteries, although this doesn’t do the return feed you wanted.

I need it for a motorcycle which doesn't have a battery. The power bank needs to run a tablet which is on all day so needs to have a fast charger and another usb to run a bluetooth controller. The 12v is for a GPS tracker that needs to have a permanent supply. I have fitted the bike with a 3A usb port which is live only when the bike is running, so I was hoping to charge the power bank when running, which in turn will run everthing else.
I think I should be able to do all this with a USB hub as suggested by Jo-say8k.
