What exactly was so special, complex & expensive about their systems compared to other similar organisations?
In many ways you'd expect their requirement to be simpler than their peers?
Is it another one of those cases of non-commercial types not knowing what they want, organising the contracts in a really stupid way, and no-one being too worried about it as they could always find more cash and shuffle to another seat if it went tits up?
Finance projects are never simple or cheap but this seems like a world class f
kup, especially how much cash it seems to have burnt on apparently not very much.

Considering how fking ridiculously awful public sector procurement and contracts management is, the idea of swapping a single source comprehensive contract with multiple small contracts (relying on competence from the client in managing and organising everything, as well as clear solution architecture) is the first red flag.
First thing I'd do when the country realises it'd be better off with me as a benign dictator, would be to sack off all the current supply chain management staff in the public sector and replace them with ones from the supermarkets.
Oh, and ban Fujitsu, Crapita and the rest from ever tendering for public sector contracts again.

You got my vote, although i would go much, much further than banning Fujitsu and Crapita. Fujitsu senior management should all be in jail and those chippy jumped up fannies they employed as so called security, one scouse fanny in particular needs beaten profusely. I find the Premium Bonds website and app to be good for my needs and it caters for multiple bond holder numbers and power of attorney doner accounts. Once a month we stay awake to just past midnight to see who won the most. Lots of fun.
Similarly for the savings side although my experience is limited.
This could be a controversial view but possibly there are advantages if a government spends £3bn as all that cash goes though the economy and funds a lot of spending and selling which is better than just paying benefits so does it really matter?

How does this sort of thing routinely happen time and time again? Cost spirals from £1,300,000,000 to £3,000,000,000 with £43,000,000 spent on consultants that clearly didnt consult very well, now the project needs £109,000,000 to carry on despite not knowing how much money has been spent to date? How many potholes could have been fixed for 3B quid, a quick search indicates the average pothole repair costs just under £90 meaning we could have repaired 33M potholes for the same money as these muppets have spent on updating NS&I with no idea of the actual figure and no idea of how much more they'll need.

Yes because people experienced in getting cheap baked beans are always the right sort of folk to sort out contracts for essential Defence and National Security infrastructure and materiel.Common sense, innit. Vote Reform and we will make all your wildest dreams come true.
