Tamora diffuser full of water

Just doing some minor repairs and noticed there is water inside the diffuser. Looking at it there looks as if there should be some drain holes but mine are covered over as per the photo. Is this normal or should I drill it out?

Do you have a picture from further away for context? It's not something I've ever noticed on mine.

You can only see these holes when it’s off the car. It’s the two biggest holes but no drainage underneath
