I think what you need is a valuation from the country you are importing it from, as generally that is the value that VAT and duty will be paid on.
The person you are buying from cannot just produce an invoice? Surely what you are paying is the value? This assumes you are buying it.
A friendly car dealer from the place/country you are importing it from could put something in writing? Might do it for a few beers?
Just ideas, I've never done it myself, but do import a lot of stuff.
Edit: do you know someone in the country you are buying it from? Could they not knock up a receipt/invoice?

I part exchanged my french car for it with a dealer in France. He wrongly told me I just had to send in the V5 and change it to my name. It turns out I have to import and re-register it, making it not worth what I paid for it. Oh well, my mistake. I'll try to get an invoice out of him before I give him a b
