Rusty Bolts

Can anyone advise on the correct steps to sort these?
I have touch up paint already so I was thinking rust converter > clean up > repaint.

I am missing anything or totally wrong? Thanks

remove and fit stainless ones if its bothering you ?

or remove one at a time and wire wheel it clean , prime and paint

I'd take one bolt out at a time so as not to disturb the fitment, clean up with a wire brush on a drill,prime and paint....if you want you can bolt it back in before you put the top coat on so as not to risk damaging the paint
