VDO fuel gauge

Hi,
The needle of my VDO fuel gauge goes all the way to full. I suspect that the signal coming from the tank level sender is missing. I’m not getting any reading on the multimeter, which means no signal is reaching the gauge. I disconnected the green/black wire from the sender, and it’s the same.
My questions:
Where is the fuel level sender located? There are two connected tanks, and I want to check the wiring at that point.
How can I access it and, if necessary, replace the sender? Do the tanks need to be removed?
