Brick wall water damage

I might be worrying abiut nothing but continual years of water run off from a neighbour has always concerned me.

Doing some shelfs this morning and pull away a load of stored stuff and notice this.





Is this normal? The mortar is rather easy to pick at.

It is a garage yes.

It's below the DPC line.

Its a bit difficult to get down the side of the garage, it splits about 80/20 with the the neighbour and I can't really see but I know for a fact my arshole neighbour has built decking on top of paving slabs right up against this wall.
