I've got a 2015 Ford Fiesta and I'm having a nightmare setting up the TPMS sensors.
Last year the passenger rear failed, I fitted a new valve and sensor that I got from Amazon and paired it with my car, no issues.
This year the driver side rear failed so I ordered another sensor from Amazon and followed the same procedure.
Initially I couldn't get the new driver side rear sensor to "wake up" but I released a bit of air and paired it along with the two front tyres.
Unfortunately I cannot get the passenger rear sensor to pair, no matter what I do. If I release air from that tyre it pings on the screen so its already paired but I've got to pair all 4 at the same time to complete the process.
The only thing I can think of is that both rear tyres are using the same code so once I've paired one that code is used and I can't pair the second wheel, am I barking up the wrong tree?

I've had a mare with them on the Jag.
Some are sold in transit mode which means they won't come on unless there's a specific frequency to activate the sensor (Switch It into 'Use' mode).
The magic device that turns it on is of course unobtanium, and not even the Jaguar dealership had one...
They do come on temporarily with pressure changes, Such as the deflation you mention - Some sensors can be triggered into 'Use' mode by running a complete deflate / inflate / deflate a bit / reinflate cycle, so some marque specific documentation may be useful in your case.
