Check your policy, many just say "has a locking door" and even a cheap wooden shed will suffice. IMO a garage is mainly about keeping the bike out the weather and out of sight, out of mind. Irrespective of what you put it in, if someone wants to take it they will. Also, don't underestimate how much of a pain many layers of security are if you use it frequently.
