Sadolin Superdec may cover in one coat. It s very opaque.
We use this at work. We have recently painted 100 houses with a concrete based cladding with this to cover manufacturing defects in the cladding. It worked well and coverage is excellent.

You will need to load that sandtex on really thick to get it to cover the green in 2 coats, if going maggy or white. Its not the best paint. I'd use Armstead pliolite, great covering power and ok if it starts raining and great for brickwork.
