Not sure what the difference between a half sleeve and full sleeve is but am getting the impression its a cheap way to make the exhaust sound louder.

This is half sleeved, you see the solid pipes welded in to the left. Has been said it cuts down the slightly agricultural noise of the full sleeve.
The Act system sounds just right to me, they don`t make it and it used to be made by a company called JP exhausts from memory.
I think I read the front pipe on the Act system is some kind of flexi design which isn`t great for the money really.
Maybe look for a sleeved exhaust as they do come up for sale now and again or buy a spare and modify it so you always have the standard one put aside.

To the OP, yes sleeving is a cheap way of making it louder, however it can also end up sounding like a tractor. My Chim had a sleeved exhaust when I bought and the novelty soon wore off. It's all personal preference, but wasn't for me and I wouldn't go back to it.

Replaced it with a full ACT system, inc headers. Their system is made by JP Exhausts in Crewe as Belle has said. It's a modular system as follows:

Y Piece
Pipe from Y to Silencers (This is the part that can get battered by speed humps)
Silencer.
Tails.

Their standard silencer is very similar to an unmolested original exhaust, certainly at least those I've listened to, maybe a slightly deeper note. This section can be swapped out with Cherry Bombs, which I currently have fitted.
