Just spotted this frayed sleeve over the coolant pipe. It's loose and not sure what purpose it serves and whether I should just remove. Any ideas?

You don't say what car, but on my 2007 V8V it appears to prevent chafing of the hose against the air inlet duct (which can be seen on the left side of your photo). Possibly your sleeve is now out of position.

Its a Vantage S V12 and I think the sleeve is just for the purpose of stopping the pipe from rubbing on components around it.

Put a cable tie around the not loose part of the sleeve, cut the excessive rest of the sleeve...work done :-)
