The new DVLA process for modified cars

Simply a way of capturing all the modified car out there by getting the owners to grass themselves up, then pull the V5s as a result and make the owners have to jump through a mountain of spurious hoops to get it back?
Are DVLA that daft? as soon as word spread that this was going on then no one would follow the new process from then on, so all a waste of time.
Or have they simply capitulated, accepted the resto mod world is here to stay, that they do not have the resources to catch all such cars and jumped on their swords and just let people get on with it.
Up until now, drill a hole to run some wiring through a monocoque and they rescind your v5, but now according to the new guidance you can pretty much do what you like and still avoid a q plate, even chop the roof off with no evidence required of any strengthening carried out, no IVA needed, just fill out a simple form and they alter your v5 and Bobs your uncle.
The ringing world will have a field day, as according to the new rules you can even reshell a car into an old, previously registered shell and still retain the ID of the main car. Now we all know this was going on anyway with classic mini and Mk1 escorts but seems DVLA are making the process legit!
Up until now every rally car ever built should have had its V5 removed, been through an IVA and be put on a q plate, even manufacturer built ones, again no longer the case.
Have they really gone from one extreme to the other......hmmmm call me a cynic but

New info is now on the DVLA website effective from 26th August. I can't link to it as I'm too new around here but google for 'DVLA INF318' and it's the top link for me.
It looks like there will still be a need to supply more info or pass an IVA if the changes are deemed radical enough to not fit into the basic modifications they'll just be making a note on the V5 for, with the new categories of 'Rebuilt', 'Modified', 'Electric conversion'.
Need some brave people to be first to try out this new world and see if it is as straight forward as it seems. Then trust that the DVLA won't change their minds later once these modified vehicles are on their radar.
One thing that stands out, given the drive for EV conversions is a main factor in various organisations lobbying for these changes, is that EV conversions will still be liable for the road tax bracket they were previously caught under when ICE, which seems a bit naughty of the tax man, but perhaps a mute point if the conversion is on an old enough car now exempt from road tax and MOT.
