Dutch auction rules & consumer rights dont apply?

That description won't wash.
And Pistonheads shouldn't be entertaining this seller.
A trade sale only counts if it's a Trade to trade sale.
Ie, a trader selling to another trader/business in the motor trade.
As a business selling cars, you cannot sideline the CRA2015, or SOGA, if you're selling to consumers.
Trading standards should be all over that dealer, but I guess they never want to leave their warm, cosy, offices nowadays.

"At North West Trade Centre, all vehicles priced under £3,000 are offered under our Dutch Auction trade terms. These vehicles are already priced below retail value, and to give you even more flexibility, reasonable offers are welcomed, no sensible offer will be refused. It IS a fantastic way to grab a bargain. That said, please note that these vehicles are available on an as seen basis and are classed as trade sales. This means no warranty is given or implied, and standard consumer rights under the Consumer Rights Act 2015 do not apply. To ensure complete transparency, you will be asked to sign an order form confirming your agreement to our terms and conditions when purchasing a vehicle under £3,000."

"Effects Of Cancellation
If you cancel this contract, we will reimburse to you payments received from you, including the cost of delivering the goods to you (except for the supplementary costs arising if you chose delivery over collection or a type of delivery other than the least expensive type of standard delivery offered by us). This reimbursement is subject to the following conditions:
We may make a deduction from the reimbursement for loss in value of any goods supplied if the loss is the result of unnecessary handling by you. Anything over and above a standard test drive will be considered unnecessary handling and will lead to a deduction of £2 for each mile driven over 20 miles. In addition, we will also be entitled to make a deduction for any damage or excess wear."
