Gas storage in Basement?

Yesterday there was a gas explosion near Otterton in East Devon which caused the complete destruction of a recently built property.
Thankfully there were no injuries.
The cause of the explosion was a gas storage tank in the Basement of the house. The property was not connected to mains gas.
I have never heard of such a system before. I am surprised that Building Regs allow it.
