Paying HMRC fine

Got a £100 fine for not submitting the return for an EMI scheme in time. This was due to our previous accountants being a bunch of w
kers and not sending the information over when we moved away from them earlier this year.
What has surprised me is that trying to pay it online is impossible it seems. I have tried with both NatWest (says it can’t send the payment) and Barclays (says the receiving bank doesn’t accept faster payments).
It is bizarre. Anyone else come across this?

I always pay everything non direct debit through the HMRC portal, does the payment reference begin with an X?
