Landscaping in Cheshire

Morning.
My wife and I are struggling to get to grips with our garden. It has conifer hedges around one end but with a gap of about 4 foot behind the hedge that is just wild and wasted. It has a wooden fence approximately 5 foot tall separating us from our neighbours, but also our neighbours garden is approx 3 feet lower than ours.
I am pondering getting the conifer dug out completely, putting a taller (6 foot) fence between us and the neighbour and then getting the full size garden landscaped/lawned/rockery etc instead.
I have a couple of questions.
Firstly, can I go to a 6 foot fence if our neighbour is below us? I don't like the current situation of our neighbour being able to lean over our fence.
How difficult is it to remove conifers and have usable soil afterwards?
I am presuming this would need some kind of digger rather than trying to do it manually.
Finally, can anyone recommend any landscape gardeners in the Frodsham/Cheshire area so I can get a rough idea of the costs involved?
