I wouldn't say they're 'scammy' but there can be a liberal dousing of snake oil added to some of their offers.
I think their benefit and effect is industry specific. I provide a niche service in a specific sector and have had approaches from several and looked at some of them. For me, I'd have been paying to gain access and visibility amongst a market I already have access to in which I'm already very visible.
Part of the offer from one was a speaking slot at a major industry conference which they would facilitate for £3k - but I was delivering the keynote at the very same conference for which I was getting paid (well, expenses covered).
All that said, I can see where they have some use if you're selling a unique and specific 'thing' in a crowded space.
