84 Corniche LHD voltage to fan cut off relay

All, I'm trying debug an electrical problem on my 84 Crorniche. I was trying to debug a noise a couple of weeks ago and disconnected the a/c compressor at the clutch. After removing the plug and re-installing.
1) Neither the compressor or the blower motor worked.
2) I would get a buzzer sound going off and the oil warning light would be lit (this could be tied together). The car has plenty of oil and good oil pressure.
There's a block of relays under the drivers side kick panel.
When I measure voltage at the engine run relay and the fan cut off relay where pin 30 would go, I get a stead 14.x Volts.
When I measure voltage at the engine cut off relay, I get around 2.9v whereas I'm pretty sure that I should be getting the same as the other relays.
When I switch grounds (pin 85), I get t he same results. I'm pretty sure that this is the cause of my problem but I'm not sure where to go from here.
When I measure the voltage at the a/c compressor, I get the same voltage @ 2.9v
I've switched relays around but I know that this is not the issue as the voltage going to the relay is suspect but I'm pretty sure that the issue is at the wiring to the engine cut off relay from the diagram attached. Any input would be gratefully appreciated as I'm electrically challenged.

- The buzzing sound is coming from the engine run relay which is physically located next to the fan control relay.
- On the other side of the fan control relay is the fan cut off relay
