Bizarre Volume "Goings on"

Really weird issue occurring on the desktop which I found out by accident.

I have a set of Bose Companion 5 speakers and sub connected via USB. I replaced a set of Comp 3's earlier this year which used the headphone jack. I always have the desktop sound set to maximum, and then use the volume dial on the speakers to adjust the volume.

Every time the computer sleeps, or shuts down, and I wake it up for use - and then I play music, even though the volume is set to max on windows, it isn't actually on max. If I go to the volume bar as imaged and go from 100, down to 99 and then back to 100, it "wakes up the max volume" and makes it significantly louder. So the initial 100 is probably around 90, but when you jiggle the volume bar it boosts the volume up to a true 100 and remains there until the next time the computer sleeps etc.

I can't work out why or how. Any ideas?
