My S3 has a 13" Personal steering wheel. I dont know if this is the original one, but with the heavy steering, I am considering a 14" wheel - I dont think I could get in the driving seat with a 15" one.

Would this help address the heavy steering and can any wheel be bought to replace it, i.e., are the 6 allen bolt holes standard across all makes of steering wheel?

The boss is the problem. If you search these forums you will see topics on the same. One or two started by me.
I ended up with a Mk3 Escort boss which I had to turn in the lathe to remove a lunp from the base/side to make it fit.
If you have a friendly shop who sell wheels and bosses, trial and error will be the best bet.
If you can find a wheel to fit your boss, you are laughing. IIR, motolita and mountmy fit the early bosses.
Best bet is to find a personal wheel you like.

My profile shows the boss with a Momo jet wheel.

I think momo should do a fair range of steering wheels in various sizes. All of the momo wheels on cars I have owned have the same style of boss.

I fitted a nice small mountney as the original TVR wheel would not allow for someone as tall as me to comfortably drive.
I have an S1 and ended up fitting a Ford Sierra boss which fit straight on. Mountney also do a specic TVR boss which apparently fits the S series but this has to be ordered as most places do not stock.

I am hoping the sierra boss will fit our S1.5 that currently has the moto-lita wheel with 13 (I think) screws.

Might your heavy steering be due to worn steering u/j's or a tired old rack....
