Mobile phone doesn't ring

Iphone 13 Pro Max / Voda
No one can call me. When they do there is a wait, like I am out of range, and it goes to voicemail or drops out. I then get a text message saying I've missed a call.
I called Voda and spoke to a chap who messaged me lots of forwarding cancellation codes. It hasn't worked and I cannot now call him back.
Phone rings fine with Whatsapp.
I've turned off the wifi calling to no avail. I've moved to other cell areas, and again no joy.
The delay when people calls me feels like a network issue. DAK what may be up?
I can of course start again with Voda tomorrow. But I suspect there are people here who understand the tech.

A good friend of mine has an iPhone on VF, I think his is a 15 of some sort, and he started having the same issue a couple of months ago, completely out of the blue. As far as I know his only remedy at present is a full shutdown/restart (presumably as mentioned above). It's happened a few times. If it's more than one user/phone then that does point to a more general issue.
Have VF completed the merger with Three(?) yet? Could that somehow be a factor? (I don't know how or why, just wondered). The o2/Virgin merger was a disaster for connectivity and usability (e.g. 5 bars of 5G signal but unable to connect to anything because the network was almost constantly overloaded).

More experienced with 5G in the US and on the provider sider of things, but I second the suggestion to try another phone.
I also think it's a network/routing issue, but if you can rule the UE out completely, it makes that more obvious and might save you some time in diagnosis; you'll have to get past the tier 1 support, up to tier 2, then over to the right team.

Going back a bit, my work phone used to be on Vodafone and now and again that would stop working at home. I’d call Vodafone and they said they had to reset something (like the APN?) in their network. I did ask once if it was something I could do myself but they said it had to be done from their side.
