I've only ever seen plastic, alloy or stainless boxes yours is just plain steel ?
If you want to do it properly use either a grinder or a Dremel with a wire wheel
If you want to do it less well, use one of the rust converters and then paint it
If you just want the quick and easy option Hammerite - I prefer the smooth version

Turns out it isn't the actual top box that is rusty, but a tool I left in there. If you want to do it properly use either a grinder or a Dremel with a wire wheel

Got most of it out. Ive now added a bit of carpet to stop whatever i put in there getting dirty with the bits I cant get out.
