Maximum Speed Limit Changed

There's a section of road along the A406 North Circular as you approach an underpass in Edmonton. It has always been 50mph, but now it's signposted 40.
As you start the approach to that short tunnel, there's a camera and almost everyone taps their brakes to make sure they are within the limit. Even both my sat-navs state it's a 50. Looking at the signage, you can see they are flippable, with a metal fastener. There are no signs to say it's a temporary measure, or variable speed limit zone.
Why would the speed limit be reduced without notification if it's not a known accident spot?

To change the limit without warning on a bit of road that thousands will be used to (even the sat navs are still showing it as 50) is sneaky. There is no gateway to that lowered speed section either, but several repeater signs.

Can you drop a pin in google maps to show the location of the speed limit sign in question.
Looks like I’m 2013 it changed from a standard repeater to a foldable sign (but still 50), then it was left shut for a few years (ie grey), then around 22 was replaced with a smaller foldable sign that has 40 on it, and an extra one added to an earlier lampost.
So in my opinion it occurred October 2022 from looking at the maps.
