LED Floodlight Not Working

I've installed a couple of floodlights to replace an old halogen unit.
Neither work. The first dimly lit approx. 40% of the LED array and the other one does nothing.
They're run off a fused spur and there is power to each unit as tested with a volt pen.
I've tested the first with a 3 pin plug and it works fine so doesn't appear to be the unit itself. I'm guessing there's an issue with the wire from inside spur to outside.
Any suggestions?

Get a cheap voltmeter & test the voltage you are getting at the device would be a start.
Make that 'voltages'.Could be a neutral fault.
Try loading it with a conventional light bulb and checking L-N, L-E, E-N
Are there any 'clever' timers, PIR sensors etc etc in the equation?
