New financial year - cash or S&S ISA?

Quick question - I have an ETF with InvestEngine which I was planning to transfer to a S&S ISA for FY2025, but with the likely reduction or loss of cash ISAs at some point this coming year, do you reckon it’s better to use this year’s allowance to instead open a £20k cash ISA whilst still available, and just hold the ETF as-is for another year…… basically sucking up a year of taxed ETF gain (hmm, who knows atm!) in exchange for a long term tax-free cash ISA?
