One side of plant dead ?

Just wondering whether the right hand side of this plant will grow back ? The top of it seems to have died but the left is alright !

If you cut it down to below the dead bit it might shoot from below that.

Why did it die?

Is that a dracaena? Cut the stem just below the dead section, or where you want new side growth to start, new side growth should start just below the cut.
