That worktop is effectively a plastic print over chipboard so there is no way to fix the burn unfortunately.
I would say that from what we can see of the kitchen in that photo it is fairly end of life anyway and will need to be redone before being let out to another tenant. Your son's best bet is to convince the landlord/lettings agent that the kitchen is f

In one student house, a mate ended up taking off the worktop and turning it around, so the knackered bit was under the microwave.
Is that actually proper worktop? It looks like a generic panel.
In one of my houses, I managed to tome down a burn on the worktop by very carefully scraping out the worst of the dark bits. It reduced the visual impact.
